Dear Ms. Hildreth:

Thank you for contacting me regarding the concept of a North American Union. I appreciate you taking the time to share your thoughts with me, and I value the opportunity to address them.


Over the past months the Senate has debated the issues of immigration, border integrity, and overall national security. While the Senate and the House of Representatives continue to work toward a compromise on immigration and border security, there have been reports that the Administration is seeking to create a North American Union whose laws would supersede those of the United States. I assure you this is not the case. This proposal, and others like it, have been set forth by independent outside organizations, not the federal government.


Recognizing that the United States is not alone in the global war on terror, the Administration began the Security and Prosperity Partnership (SPP) of North America in 2005 in an effort to increase security and cooperation among the United States, Canada, and Mexico. The SPP seeks to provide a framework to keep our borders closed to terrorism yet open to trade. The goal of SPP is to identify how best to respond to potential pandemics, energy security, and border security issues. The SPP builds on our existing trade structure to encourage information sharing in order to secure important protections for our food supply and our public health.


I appreciate your concerns about what the creation of a North American Union would mean for the United States. It is my understanding that there are no plans underway to create a regional union that would result in a weakening of our borders or force America to yield any of its sovereignty. The sovereignty of this nation is of the utmost importance to me. I will continue to work to ensure that our sovereignty is not yielded to international organizations or transnational arrangements.


Please rest assured that I will keep your concerns, and the concerns of all Nevadans, in mind should this important issue come before the Senate again.
