The intent is to grant refugee status to rebels who have fought repressive governments or advanced U.S. foreign-policy objectives, particularly in Southeast Asia, Africa and Latin America.
But proposed changes to immigration rules also could cover U.S. enemies, such as members of al Qaeda and fighters for Hamas and Hezbollah.

NUECES COUNTY - A Nueces County jury reached a guilty verdict at about 5 p.m. in the trial of an illegal immigrant who's accused of raping an elderly woman in her Annaville home.

Ainsworth described how 22-year-old Eugenio Sandoval brutally raped a 64-year-old woman.

Two residents of Dansville, New York were arrested last week for manufacturing and selling counterfeit alien registration cards and social security cards. George DANTZ, 39 and his fiancée, Belkys MARTINEZ, 38 were arrested last Monday at their residence of 15 Washington Street, Dansville, NY after reportedly selling some of the false identification cards to undercover agents from U.S. Immigration & Customs Enforcement. Dansville, Livingston County, is located off of Interstate 390 about 50 miles south of Rochester, NY.

The trial of Florida doctor Rafiq Abdus SABIR, 52, charged with pledging to provide material support to al-Qaeda by offering to treat the group's injured fighters, continues today in a New York federal courtroom. SABIR, a graduate of Columbia University, was arrested in 2005 at his home in Boca Raton, Florida. His associates, Tarik SHAH, a martial arts expert and New York jazz musician, and Mahmud Faruq BRENT, a Maryland taxi driver, have pleaded guilty to similar charges and face between 13 and 15-year sentences.
